I think he was oversimplifying the point, but I also think that it wouldn't take much to make the scoop functional and not completely ruin the aerodynamics.
In order for it to do anything, you have to do exactly what was done w/ the Mach shaker, and route the air back to the airbox. Otherwise, you are just cramming more air into an already high pressure engine compartment. If you want to improve aero in the front, you need to get the air OUT from under the hood, ala the Terminator, or 03/04 Cobra, or the GT500 with the hood vents on the forward 1/3rd of the hood.
