...the bracket the cable for the IMRC goes to....since mine is a 95/96 that was in question, but there is that little bracket to hold the cable. On the front valve cover there are no standoffs to hold the IMRC controller box though so I will need to fab something up.

It sounds to me like you need a '96 or later LIM and an IMRC controller, and you *should* be set. I don't know if there's any difference in the intake ports from the '95 heads to the '96 heads; probably not but with the OBD changes, you never know.
The '95 LIM/vac secondaries were open when the engine was off but closed as soon as sufficient vacuum pressure was achieved at startup. I always liked that gutteral growl that my '95 made, like a big critter pissed off at being woken.

also whats a good source for a cheap IMRC? anyone parting anything out? In classifieds it didn;t look like anyone had an extra

mine has that growel, but it is covered by a clattering sound on startup.....maybe chains? who knows but after a few seconds it is gone and the engine runs happy

Yes, it's worn chain tensioners. More prominent on 95 cars. They were revised for '96. Can still happen to later cars though as witnessed on Snakous' car.

Could be chains, there is a TSB (it is aesthetic), or it could be a loose heatshield for the main cat (I used a $5 exhaust repair strap from Advance).

is the chain clattering anything to worry about? I know in the 97 explorers the SOHC engine had faulty chain tensioners and several people lost their engines because the tensioner broke off.

that would be cool if i got a IMRC, conformed it worked, then threw on a 96+ valve cover maybe it would work out well thatway.
