I would just replace the IAC, you can get one from bill j for about 70 bucks shipped. I've been fighting this pretty much since I had my Cougar, and every used one I would buy would eventually start moosing also. It's definitely annoying and very embarassing when it gets louder (just wait).
 
Oh yea, well just you wait, I'm putting autostart in my SVT..... wait till I get that done! muhahahaha
