What you may be after (I don't remember the numbering scheme) is a message that may show up when someone in a dealership is looking up information on OASIS.
OASIS is a program Ford provides for dealership personnel, mostly service personnel. It provides a lot of information. It is based on an individual VIN. When first introduced it provided warranty information, including build date and in-service date. It also includes information about any Ford extended warranty that was purchased for that car.
Later, OASIS was expanded to help with diagnosis. By entering trouble codes, a list of Ford published information about known problems specific to that vehicle for that trouble code. Most items on the list are TSBs. TSBs are published and can be accessed on line or from binders kept in the dealerships.
Sometimes there is information that has not yet been developed into a TSB. I think the letter Bill told you about may be in this category. In theory, these letters eventually become the basis for a TSB. If the information turns out to be inadequate or off base, they just disappear. You may find it as part of an OASIS printout one day and gone the next. It may then only exist with old work order files.
Since this is about something that was produce over 12 years ago, I expect that it is no longer readily available. If it is still available, I suspect that you will need to find a dealership employee that is willing to run an OASIS for you using your VIN and an appropriate trouble code.
