In going through the How-To replace the Cabin Air filter. It refers to a special tool for Wiper Arm removal. Do you really need a special tool to do that? If so, any suggestions as to where I can order it? I stopped at CarQuest and they had two different types. My care is a 1999 SVT. TIA.

You'll need it if the arms are rusted (frozen) in place. You can actually just use a battery terminal puller, or a very small gear puller.

Try spraying with WD40 or liquid wrench first to see if it will come out.

spray some LPS or WD 40 on the shaft and let it set for a little while. Place a rag on the plastic and use 2 screwdrivers as pry bars. Be gentle with them and they will suddenly pop off the shaft.

I replaced my filter w/out removing the wiper arm (due to it being difficult to remove). Remove the pass side plastic piece and you will be able to reach the filter w/ no problems!

Correct. The passenger side mold can be removed without taking the wipers off! Both wipers pass through the driver's side mold.

Best way I have found is to remove bolts, swing the wiper arm to the up position, and then twist the assembly and pull up at the same time. If it needs a little more efford some light tapping with a hammer while twisting and pulling WILL do the trick.

Light tapping!!! Don't need to pound on it.

Thanks Dr. Cross. Taking off the passenger's side cover worked perfectly for changing the cabin air filter w/o messing with the wiper arms (which are thouroughly stuck on my car). Without your hint, I would have been dead in the water. Boy, that seven year-old filter sure looked nasty! Now if I can just find reasonable replacement struts for my wife's '02 Mazda Millenia.

I have had mine off about 1/2 dozen times in the last year I have an issue with the wiper assembly coming apart all the time, (I know I should just replace it) but I am cheap and its easier to wire them together :)

I find that the best way to get em off when stuck is to WD40 them put them in upper position and then use a prybar or claw hammer to pop em out, make sure you put a piece of wood under it so yo don't break your windshield.
