Did I miss a memo or something? When did we get a demerit points system here? Just noticed I had an "expired" warning. I now have "0" points. Can someone fill in the blanks for me?

It's part of the vBulliten software. We aren't really using it at this point, but we may start using it in the future.

Weird. It must only show up if you've been dinged. I looked and have nothing like that at the bottom of my PM page.

it's not at the bottom of your pm page, it's at the bottom o fyour user CP page...and yes it only shows up if you've been warned.
