Although I think you have found the problem with the IMRC not working properly, there is another item that should be addressed.
Often surging is from a lean fuel mixture. Lean mixtures are aggravated from introducing EGR, another clue.
Have you done anything to clean the injectors? You should add cleaning them to whatever else you are doing. A bottle of RedLine SI-1 will be beneficial.
