By definition in the Ontario HTA changing the color of a headlamp to anything other then amber is illegal, also covering the head lamp with anything that changes the color of the headlamp is also illegal. So essentially a cop could ticket anyone running a bulb that is not of amber color in Ontario, including stock HIDs, let's not forget that law is 9/10 interpretation.
Now, as for your question, I've been running PIAA Plasma Ion HB bulbs in my tour and my FZR for several years combined without any problems from the cops. A few months ago I had a chat with some young kid who had yellow bulbs in his sleeper civic and got hassled a few times and ticketed, which led to the removal of said bulbs...
What I noticed about the PIAA bulbs and what may be why I have never been bothered by the cops; is that the color of the light output from the PIAA Plasma bulbs is more refined and slowly shifts through the color spectrum to amber as your point of few moves away from about 45o field of view from directly center to the bulb. Hard to envision until you see it yourself, looks pretty sick, and I've noticed some cops eyeing my car with slight confusion, but never once have I been pulled over.
As for the kid with the civic, he was running ricer yellow bulbs that are just obscenely bright and yellow.
As for lamin-x, I run it on my SVT’s fogs in conjunction to piaa plasma ion H3s and its bright yellow, but since they are fogs it’s legal.
