Fog Lights on CSVT

Are the fogs supposed to work with just the parking lights on? Because mine don't...

If they are indeed not working properly, any ideas on what I would need to fix?

People have modded them to run with just the parking lights, I know mine only run when I have my lows on.

No, from the factory, they only work with lowbeams on.
