If the system isnt pressurized you should just push down and twist off and I assume thats what you're doing. Is it twisting and not making it past the safety lock or not budging at all?

it feels like it's unclipping but something in the middle of the cap is keeping it in place. I can wobble it back and forth like it's loose, but I can't pull it off. It's not a screw cap type deal, it's a quarter turn-ish cap.

Well it looks like a metal cap on a metal piece so more force shouldnt be an issue. Are you to the point where you grunt yet? Thats normally where you know something has gone wrong.

I'm at the point where I thought maybe I need to remove the "metal piece" too. I almost want to put a pry bar on there and pop it off.
Merkur owners say push down and twist. Maybe I wasn't doing that enough. That's embarrassing. I hate when I miss stuff like that.

You definitely need to push down and twist on a metal cap like that to get past the lock tab.
