Adjusting fogs

Swapped out the yellow fogs on my svt for stock ones and I can't get them adjusted anywhere near each other. The passenger side is pointed at the ground and the driver side is pointed up. The adjusting screws aren't helping me get either one near the other. Thoughts? Ideas?
 
have the lights ever been out of the brackets? maybe one is just upside down because of the beam pattern for the fog lamp?

scratch that, with the adjustment screw I think they can only be installed one way ...
 
Yeah they are both the right way. I dunno, using the garage door to do the light patterns it looked way off but once i turned them on when it was dark you couldn't tell. :crazy:
