The average for Iowa is about 32", and although snow tires aren't 100% necessary, I can't imagine living without them.
One should rarely drive the speed limit in winter, unless you have very good tires or chains. Then again it does not matter if your on ice. If you live anywhere that sees over 100 inches of snow per year, dedicated snow tires are necessary.
Which means you hover around freezing point making ice an even bigger issue, hence not driving fast. Dry roads are one thing but if your bouncing around 32F you had better be careful.The most we got is like..2 feet, not even that haha.

Up here in Houghton few people get in accidents (save freshman girls for some unknown reason) because they are prepared for the snow/ice and don't drive like jackasses in tanks.

I understand you man, last winter back home we had like 50" and that much snow on all-seasons was treacherous compared to the 100+" up here on blizzaks.
