Silver SVT on Rt 32 with Arkansas plate

12/11 around 8:00 pm, I saw a SF SVT with deck spoiler on west Rt 32 near Rt 1. I was driving my SF SVT too and honking for a couple time when I passed the guy. The driver seemed to talk on a cell phone and did not respond. Any one here?
