I would say that it is. it appears that the pipe on the upper right runs from the scoop to the airbox and then it would enter the intake as normal

yes, it's functional as a ram air intake. it doesn't suck air in, but air that is forced into it goes through some piping to the intake cone filter

i bought my CAI and xcal2 from them with their tuning
any idea how long it takes to get up to your area from indy? google maps says 2 hours 45 minutes but that seems awfully long. thought it was closer to 2.
I'd say it's close to 2 hours from Fort Wayne to Indianapolis. But you're going to Pierceton, which is kind of out in the middle of nowhere. I'm sure you'll take I69 north, but I don't know what exit you'll take from there? Fort Wayne to Indy is basically a straight shot, so it's hard to say...
