Is this anyone's car?

It depends on each and every state as to what needs to be done. I know in MN if you buy a car out of state, you still need to pay sales tax unless you paid the dealer sales tax. If that is the case, then you pay the difference if the sales tax amounts are different (MN is 6.5%). And you need documentation (bill of sale) from the dealer showing that it was paid. If you don't have it, guess what, you pay it again. In MN the plates stay with the car, not the person. So, there is no need for a temp registration to drive into state if the car has plates on it. Once you register the car, you do get a temp 21 day permit showing that you did pay MN taxes, plates and registration on it. I used to have confused people who lived out of state wonder why they didn't need a temp registration and why the plates were still on the car when they first moved here. VERY rarely did we ever have to issue out a MN temp registration so the new owner could drive the car back to where they lived, and that cost $1 + an $8.50 filing fee. They didn't need it because the MN plates were still on the car.
