I thought i saw a how to on this in the archives but now they are gone. anyone know what this consisted of? mine hangs down about an inch

Bumper sag fix

Are you referring to the rear bumper? The fix basically involved loosening up the rear bumper bolts, having a friend lift the bumper up to where it should be, and using cut off bolts to fill the elongated holes where the bumper mounts. The problem is the holes get oval'ed out from the weight/stress over the years.

ok that was basically my plan just wanted to see if there was an easier way

Is there some kind of bolt I don't know of called a cut off bolt? Or are you taking a bolt and cutting it off?
