278mm rotors came on all "Sport Package" equipped Cougar's. This also included 16" chrome wheels, fog lights, spoiler, and removed speed limiter. There were other parts on it, but those don't pertain to the brakes question.

260mm rotors came on all NON-Sport Package Cougar's, easily seen by having the 15" fanblade rims.
