Correct. These hoods come with UV-resistant resin, which will prevent the sun from turning the carbon fiber greenishyellow.

Clearcoat is recommended but not necessary. Clearcoat will protect the finish of the hood (You can always polish the clearcoat or sand it and re-clear but you can't really sand down and re-resin the hood), and protects against acid rain. For daily drivers, I recommend clearcoat on the hood. For a show car that is driven maybe once or twice a week, I would pocket that money and not worry about it.
