France took the lead on the proposal, and claimed they would make the investment to enforce it. 200 troops probably isn't what the world expected by "investment."

As for Bush, even though I generally have an extremely low opinion of his performance, I'll say that criticizing him for attempting to work with the UN in this case is hypocritical. I would have thought everyone who thought he made a mistake for choosing to essentially go it alone in the ME up until now would be encouraged by this apparent shift in strategy.
