Most of the time it's better just to pull off and get some distance between you and the slow thing and then have fun, but occasionally you can find a safe area to pass (it's all double yellow though so be careful).
There's really no safe and official way to make them pull over. Just pull over your own self and give them some space. That works best and no one gets run off the road.
