I'm using my car to deliver pizza most are stop and go driving and getting 17 mpg only ,is it normal?

Yes.

Driver's habits are a huge consideration in fuel economy.

I'll assume you have a V6 because it's a 95 SE, but 17 MPG still sucks, especially for an MTX. Fresh plugs, wires and filters will help somewhat, but your intake is probably due for a cleaning if it hasn't been done. Clogged EGR passages can decrease mileage and cause other problems. How many miles does your car have? Do you leave it idle while you deliver to the door and make change, etc? Put a pound or 2 extra air in the tires, and drive like a granny instead of an Andretti to max out your mileage.
