Is bolting on the SVT cat-back going to make any difference on a stock 98 SE? Will it yield more and more as i continue with bolt-ons. I'm sorta on a budget, so the borla and even the bosal are out. But a used SVT cat-back for like $75~ might be feasible.

Ummm, might be feasible, maybe, slim chance. I bought my used SVT cat-bak for $150. Not too many miles on it. SVT exhausts retail for about $300.

As long as someone left the resonator on it. I can't stand the 2 grand droning it made, even with a glass-pac muffler. I've had mine on for years now and it was easy to install, strong, and looks good. Not too loud, just right for everyday driving. The Borla is my second choice but the cheapest I've seen them is 400 bucks. One of the SHO garages sells demo units.
