alright when I am idleing at a stop light or stop sign something for a little while. the tach will go down to 500 then back up to 1000 then slowly all the way down to zero. then it sounds like the engine restarts it self then is fine for a little while. whats kausing this to happen??? I just replaced the drive belt and all the plug boots and wires so that isnt the problem. any one else had this happen??? The picture attached is a piece that i found laying down in a crack on the engine when i was working on it, anyone know what it is or where it is supposed to go? it was laying under the TB. http://www.angelfire.com/music2/boarder/DCP_0618[1]

As for the picture of that thing you found under your throttle body... I have no idea! It could have been part of some of the vaccum tubing under there. The lower half of the image is pretty blurry.
P.S. Dude! How rude of me! Welcome to the group and hope you enjoy!

Do you have the TH hang fix installed? I had the EXACT same problem with mine, and I tryed cleaning all the intake parts, tested everything while there, even used the smoke machine to fill the intake with smoke to check for vacuum leaks. Nothing. Then I took out the throttle hang fix, and whah lah! It runs perfectly now. Mine's a '95 as well

PS- while your in there..
Carefully take out the MAF element (using the special screwdriver), and clean the little elements sticking out of the unit, using brake and parts cleaner (just spray it down til the elements don't have any black carbon on them anymore). Guaranteed to make car run better (if it had deposits prior, which it probably does). I've fixed several FORD drivability complaints at work by just doing this one thing alone

They all have an IAC. Perhaps you have a Zetec in which case it's under the intake manifold and hard to see.

I found one of those little black "cap" things -whatever it is.. lying between runners of my UIM! (2.5 ATX) Have no idea what it is or is supposed to do either. Currently in the change tray of my dash -waiting for somebody to identify it. Car runs great with/out it attached to anything. Couldn't fin any reference in Haynes either. Maybe part of ABS/TCC? -I've had CEL's on that. As for your idle problem.. Take off the TB and check that the EGR ports are clear - mine were plugged with black crud and had similar prob. Clean-out with solvent and air and works fine now.
