I have a '96 Contour GL with the z-tec engine in it. When I floor the gas pedal when it is in park or nuetral, the rev jumps from fast to slow like it's got a 3/4 cam in it. What causes this problem? It also idles rough. When I first start it, sometimes, if I just let it run, it dies. I have to rev it up right after I start it or else it craps out on me. Any suggestions?

Yes you can only rev it to about 4,000 rpm . Also never pump the gas before you start it either . Rough running ?? try a can of gas cleaner and a can of gas dryer the next time you fill up . You should use a can of gas cleaner every month . Also try a Different gas station for gas .

Injector cleaner. I put a bottle in every oil change and my Zetec still runs strong.

If you mean the RPM's go up and down about 500 instead of holding steady - this can be caused by :

fuel pressure surging
vacuum leaks
buildup in intake changes resonance
MAF old and responding too slow

may be somthing else but those are most common.

The following is from the Ford TSP:

Engine RPM/Vehicle Speed Limiter

The Powertrain Control Module (PCM) will disable some or all of the fuel injectors whenever an engine rpm or vehicle overspeed condition is detected. The purpose of the engine rpm or vehicle speed limiter is to prevent damage to the powertrain. The vehicle will exhibit a rough running engine condition and the PCM will store a Continuous Memory DTC P1270. Once the driver reduces the excessive speed, the vehicle will return to the normal operating mode. No repair is required. However, the technician should clear the PCM and inform the customer of the reason for the DTC.

Excessive wheel slippage may be caused by sand, gravel, rain, mud, snow, ice, etc. or over revving of the engine while in neutral or while driving.

I'm not sure if this could be it or not cuz I can still do 100 m.p.h. without any problems. Only in park or neutral with the pedal floored does it do this. It sounds something like a weed whacker or a chain saw when you squeeze the trigger all the way, let it go, squeeze it all the way, let it go, etc... Could it still be the pcm?

Yes, there is a governer in park as well.
