In order to determine if you need a new fuel rail, you need to tell us what engine you have in your car now. A 95-97 will definitely need a new rail, since I don't think there are 24# injectors in the early style. Otherwise, I believe there are 24# injectors available for the different flavors of late model 2.5 Duratec fuel rails.
As far as control, here is my opinion on the different methods (in order of best to worst):
- Custom Tuned Chip
- Apex-i S-AFC, MAFturburner (digital control inline with MAF) - MAFturburner is more feature rich
- Pro-M MAF w/Optimizer (analog control inline with MAF)
- MAF calibrated from {whatever injectors you have} to 24# injectors (and this is NOT a MAF from a 3.0)
I want to repeat that getting a MAF from a 3L
will not work the way you expect it to. Ford puts the injector size info in the PCM, not the MAF. A "calibrated" aftermarket MAF essentially cuts the MAF signal according to the ratio of old injectors/new injectors, thus fooling the PCM into pulsing the injectors for less time.
