Your secondaries aren't opening up. My friend had a Cougar where the cable that opened them was frayed in half from a pulley. (wasn't secured right at the factory) but it could be anything. Butterflies are gunked shut from all the EGR crap, servo that pulls the cable is shot, or a combination.

Take off your plastic "Duratec" cover and you'll see the servo/cable right underneath it. Inspect for damage/problems. If you can't see any you'll have to take off your intake manifold and see if there's an internal problem.

Could also be a bad IMRC box (the silver thingy under the beauty cover). If mechanical failures are ruled out, then that box needs replaced.

I don't think they are that cheap, so I'd check the cable and see if the butterfly plates operate by hand. Also check to see that no buildup is present to jam the butterflies - that requires removal of the upper intake manifold.

I had a similar code a few weeks ago. P 1518, IMRC stuck open. It was stuck slightly open some of the time. The cable that actuates the secondaries was frayed inside the IMRC box so that it did not always fully return. I had to replace the box. If I recall correctly, it was about $130.00 list price. I had to drive it that way over a weekend waiting for the new part. There was a huge difference in engine performance once it was working properly again.

My SVT had a tiny backfire at startup and then the secondaries would not open.... Drove it like that for a few miles, totally sucked. Stopped and used a screwdriver to pull on the stiff rod on the side that moves the butterflies, (you can just see it under the upper manifold behind the right side of the TB), and HOORAY the secondaries worked just fine again. I 'prolly need to degunk the butterflies, but who cares, my baby flies and I am having a good time.

By the way, I just got my ride, and where's the drain plug, and is using chicken fryer grease from Kentucky Fried Chicken "OK" to use, mixed with a little kerosene??? I can get it REAL cheap.
