There is no VI/OG wire on the Blower switch. That wire is on the MODE switch and should be hot in all switch positions except OFF while the ignition switch is in RUN. It is the wire that supplies feed to the cycling switch circuit and, ironically, is also switched by the A/C coil relay to energize the coil.

Did I mention that the symptom is ill-defined? Until he clarifies what the actual fault is, we can only guess what works or doesn't since the OP did not describe the actual fault very well.
