Looking at picking up a '98 with 91K miles and on the test drive, the MPH was said to be reading 20 higher then what we were running and the RPM were also reading higher then what I think they should be. Is this an issue of were someone as taken the needles off and did not reinstall in the correct position, issue with a bad ground (owner's thought) or issue with a sensor(s)?

I know when the car is started the MPH already reads 10 and the RPM's would settle to around the 2-3K range.
