1) Can a broken throttle cable on the IMRC be repaired?

2) Will buying a new IMRC include a new throttle cable?

I don't think so. I haven't had to do it yet. But removing the UIM is not a big deal. The Duratec Maintenance FAQ has a how to for UIM/LIM rebuild with Pictures (Thanks, Ray). Here is the thread from Hightower, it has pictures on the IMRC so that you can compare the SVTCANUK thread with what's in it.

There is no need to remove the UIM to replace the MIRC.
Fairly simple job, but removal of the airfilter box is recommended.

MIRC is an internet chat client.
IMRC is a controller board with a cable attached to the LIM.

But, yeah.

Just remove the intake tube and you can do it no problem. Little bit of a tight space to move your fingers around but still doable.

It's even easier with the TB out of the way. 4 screws and that will also free up some extra space.
