Trying to track down a starting issue I am having. I installed a new engine/trans, it was out for about a year and I may have forgot a ground. The battery is relocated to the trunk and grounded back there, using 0 gauge. I have one ground going from the block to the body were the main fuse box grounds. One going from the wiper cowl to the upper engine bracket. The pcm is connected and grounded. Just getting a click from the relay. I had a problem before I put the ground to the block on, once I did that it would start up fine. Once I re-installed my cd player and did a better ground, it no worky. I since put the ground back and removed the cd player, and nothing. I am getting 12v all around, including under the hood fuse box and under the dash fuse. The horn sounds like it has no power. Battery voltage drops to 10.xx at start, which is normal. So I think I maybe missing a ground some were. I am guessing the pcm is not seeing 12v and cutting the relay back. I can jump the relay and get the car to crank over fine

I can jump the car and it starts and runs and makes 14.xx voltage. Any ideas here. The car sat for so long and I work on a lot of other vehicles I may have forgot something.

I will give more detail as needed. TIA!

What about this infamous black wiring which loops between the battery and the air filter housing? (in your case, in a different position due to the battery relocation).
Wire by battery

and

Battery to Starter Relay

SOunds like what happened to me during my 3L install. If you jump the relay it cranks, and starts? I pulled my relay and the little fuse next to it (i forget the actual name of it) and reinstalled it and my car started, possibly a new relay?

Thanks for the input. That relay wire is connected for sure. The starter relay itself was pulled and tested to work just fine. Since the horn seems like it has no power I have to assume something is missing, i.e. ground etc... Keep the ideas coming. Thanks

What about the two wires for the Ignition Coil?
Ignition coil ground and RIIC

Get your meter and measure across what should be a dead short connection. When you find the open circuit, you'll measure up to the full battery voltage across the bad connection/open circuit.
