Can I put a 1999 Instrument cluster w/tach into 1999 w/o tach and if so is it just a matter of swapping them out?

Are the Ford Focus wheels a direct bolt on?

wheels yes, cluster should work if you bolt it in, might need to run a tach signal wire, search and you will find the answer
