You put your resume up over 6 months ago. If you were still looking for a job it would probably be safe to assume that, by now, you might consider re-locating. And it certainly can't hurt to ask.

As for sending it twice -- when it comes to jobs most people would be professional enough to respond even if they weren't interested because it didn't meet their criteria. So a non-response is somewhat evidence of non-receipt.

The company was obviously at least somewhat interested in hiring you. A professional response might have yielded some additional info, perhaps even a higher-paying job that you would consider relocating for. Maybe they have offices in Dallas or a sister company in the area, or maybe even something as simple as the HR lady's sister is a recruiter in Dallas. Most jobs/opportunities come from places that you least expect them. Burning a potential bridge is never a good idea. Particularly over someting so stupid and trivial.

I'm not looking for a job anymore. Dallas is a Tier 1 city and I will not relocate my family to podunk Michigan. I deactivated my resume on Monster, but I can't on the other boards.

As for burning bridges??? I can piss off quite a few people in my industry and still have companies wanting to throw money at me (six figures!) Storage is highly specialized, there aren't many of us, and I get paid very well for it.

It's a head hunter. Those people are only out to make as much money off people as possible. They send out thousands of emails based on search hits without even reading them. This is one of the few job emails that I have received that ACTAULLY got the job description right! Most of them are very wrong.

I take it you haven't looked for a job recently.
