I believe Goo-Gone will take it off safely. Something like paint thinner might too, but that could be dangerous, it might eat through the lens or drip onto the bumper.
As far as getting it to come out right, I'm guessing you need to prep properly... tack cloth, etc, like clearcoating.

no clearcoat is necessary. Just spray lots of thin even coats. You should only use the spray on warm dry days. I have seen it come out cloudy if used on cold or moist days. I am not sure how you could get it off now. You could use the headlight dehaze process to remove the paint and start over.

if you already messed them up then I doubt adding clear coat will fix your problems. Get rid of the paint with some sand paper and then do the dehazing process to clean up the lens. Respray it when you are done and it will look great. I did this once when I accidentally messed up a set of tail lights. I fixed it soon after spraying it, so I am not sure how well it will work for you if it has had lots of time to dry. I am pretty sure this should work for you.

Laquer thinner and an hour of your time.
I will most likely never work with niteshades again, they've changed something in the formula. When i did my SE's tails, i got this small can, that i sprayed one wet coat with, came out super-smooth and glosy(ask anyone that's seen it first hand) and i had enough left-ove rto play with. Second time i ordered it, got a huge can that sprayed like crap, had zero gloss, and didn't coat evenly at all. Once cleared, they looked great tho.
