Sounds like a bad job of putting on the timing belt. When it was put on did they replace the tensioner and idlers with new ones and did they loosen the cam pulleys to get the slack out?

if they installed the timing belt, chances are they gave you a warrenty. dont touch it and take it back to them. if they didnt give you a warrenty, chances are they might be ready to take you for a ride.

On my 98 Zetec, I can remove the top timing cover and get to the tensioner. You should turn it after you adjust it to make sure there is no slack in it anywhere. The proper way to adjust it is to loosen the cam sprockets while doing the tension.

yeah i think 98 tours are easy to get into the tentioner
in the hanes manual it sais that i need to remove top cover
mid cover, and loosed the gears. i dono looks like PITA but her hands on experience never hurt anyone

It is easy once you do it. Did you find out if that person replaced the tensioner and idler when they put that belt on? If not they could be bad. If you loosen those cam gears you need to make sure the cams are in time with each other and make sure the number 1 is at TDC. If not it won't start. Doesn't take much to be off. Need metric tools to work on it.

Shouldn't be too much to get to that tensioner. Take off the serpenine belt, and the top and middle timer cover (atleast on my 95). Should be able to get to it from there. Also taking off the motor mount might make it a bit easier to access, along with the coolant overflow resovoir.
