I would rather "know" why the order was shipped to me incomplete instead of speculating though. Since my CC was charged for the entire amount.

Are these stick on lay overs or do you have to use double sided tape to get them in place?? I want to get a set but want to know how they gone on???

lol well I guess I should ask do they already had adhesive on them to peel and stick or do I have to get double sided tape and do it myself. (should have asked that the first time lol  )

No adhesive on them so use w/e works for you. I use double sided tape, but others have used spray adhesive. W/e you choose, make sure it's clear. Do put anything that will block light output.
