So I failed both emissions and inspections on friday. The inspection failure was because of the fog light mod. Aparently when i did it it keeps the fog lights from going off when the high beams are on, and therefore kept me from passing inspection. The emissions was failed because some codes came up when they did the test (now its an OBD test as opposed to a test where they hook up the tail pipes). I undid the fog light mod and now it will pass inspection. The emissions i will find out hopefully tomorow what is wrong.

I think the OBD comes first. If there are codes, it fails right away. If there are no codes, then they do a tail pipe test.

Not sure if it varies in different counties but in PG emissions only check for stored codes they dont perform the sniffer test...if Howard County is the same you would be fine getting headers as long as you have MIL's and dont have any stored codes.

That statement may be inaccurate. Apparently, the rules changed in July 2005 and a OBD II scan may be all there is. I think I may have lucked out here with mileliminators. I will know for sure in May.

Yes it will. Basically, if you've got an external light, it has to work. I had one of the seven CHMSL lights that was out and I got failed.

WTF, so now I've got to undue a wire? I did that back in '00 when I first bought the car. Every day the Commonwealth of Virginia gives me another reason to dislike it.

So I just got back from vacation and have gotten an update on the car. After the foglight mod was put back to original the car passed inspection. The car was dropped back off at the dealership for the emissions again, there they read the codes and it came up 1)battery dissconnect, 2)maf sensor or something like that. Well the battery was replaced which explains the first code. The second code was becasue the dealership had done some work on the maf about a year ago. They erased the codes, said the car needed to be driven 50 miles and then bring it back in to see if the codes were back. Of course after this was done there were no codes and it appeared that the donkey's at the dealership had just not erased the codes when the work was done. Long story short, i'm out 90 bucks because they forgot to erase some codes.

I would think that the code for the MAF would have been turned off by the PCM (in the span of one year) if the MAF problem was fixed the first time. You need to go through the OBD II cycle to have it ready rather than just drive 50 miles.
Edit. Ford OBD II cycle.
