You do know that the 98's were shipping in May and June of 1997 don't you???? I took delivery of my 98 E0 SVT on June 14th of 1997. This guy is probably NOT full of [censored]. If he bought it in EARLY 1998, that means it was more than halfway through the 98 model year, hence probably why he got it with E1 rims. There could easily have been some customer who wanted to buy the E0 SVT rims for their regular contour and dealer saw a chance to upgrade the rims to E1s to better sell the car maybe.

I just stumbled across a 1998 Contour SVT brochure I had filed. It's an E0 brochure, because it shows 195 hp and the blue interior in the t-red car, HOWEVER, ALL the pictures show E1 wheels! (i.e. Cobra style with exposed lug nuts) The picture and stats on the back shows them wrapped in Goodyear Eagle F1-GS 205/55ZR-16.
I was surprised to see this as I ALWAYS thought of the Cobra style wheels as "E1" wheels. So, I'm guessing this guy is telling you the truth.

Having 195 hp and a blue interior doesn't make it an E0. E1's had the same specs.
