Would it be possible for it to still run and turn in comp of 100 - 120 psi. A leak down tester was not used...just a comp tester.

Yes. That is quite low but you have to understand that the ring is still in place in the cylinder and will hold some pressure, even if not perfectly aligned now. However, without the support of the ringland then when the piston moves the ring will unseal more because it is moving around.
