Going back to the wipers, do you just loosen that bolt on the top and repostition? Does this happen a lot?

Sorry, I was not clear. I took the bolt off the top of the wiper arm to reposition (because it is hitiing the plastic), and I now can't get the wiper arm off. I don't want to apply too much force. Do I really have to torque it? And I just lift up and tighten the bolt back down?

I use a battery terminal puller to get the arm off the shaft. Before going back together, apply a little anti-sieze between the shaft and the arm and it will be easier to remove next time.
