The 5 hp increase in 99 was due to more agressive extrude honing.
For 2000, the engine bore was decreased slightly bringing the engine displacement down slightly (from about 2.54L to just barly under the european standard of 2.5L for tax purposes). With the decrease in displacement, the compression was bumped from 10.00:1 to 10.25:1 to compensate. Even though this is considered a 2000 event, some late 99 engines were already configured this way.
Also, E1 (for 1st evolution) was a Ford term to describe the 98.5 model. E0 is a CEG coined term meaning that it came before the E1.

there has been alot of arguments on what was actually ex honed,i.e the uim...svtprodigy says that some guy at eh told him they never did a second run on the uim's...who knows...i thought that the lim was slightly larger...

I believe you are correct about the secondary ports being extrude honed on the 99+, but there seemsto be no clear consenses on just what was done with the upper intake manifold. Either way, it fits my explanation abour more agressive extrude honing.

99+ had the heads EH'd on both ports. 98/98.5 only had a single pass on the secondary port. 99+ had the larger LIM. (RLIM) The UIM itself was revised in 2000. "Technically" the 2000 SVT has a unique UIM. We won't get into other part revisions done for late 99 or 00. Too many to list. This was just an E0 vs E1 thread afterall. BTW I love my E3 SVT.
