Yup, thats the way its made. BUT turn your HVAC to FLR/DEF and temp to BLUE and like magic - Cold a/c from under the dash....m-m-m-m-m-m nice cold feet. Yes , the a/c runs when you are on defrost mode - thats why the windows clear so fast - dehumisification.
