I think the 99 model is not covered under the recall. You may want to register at www.fordvehicles.com (need your VIN) and see if your car is covered before taking a drive out there.

update. still dont know why my lights are flashing or whatever, but i do know why the speedo lights turned off. the dimmer switch curcuit board exploded. new onw on order soon.

second, the CEG left me with codes P0401 EGR insufficient flow. i know how to fix that

and then also P1151 lack of -H02S1 switches lean bank 2 sensor one.

so now what shall i do?

Did you change the Bank 2 (radiator side) Upper Sensor the last time?
If you did, then per TSB, your EGR could be the issue.

P1151 - Lack of HO2S-21 Switch, Fuel Trim at Limit The HEGO Sensor is monitored for switching. The code will set when the HO2S fails to switch due to circuit or fuel at or exceeding a calibrated limit.

Electrical:
· Short to VPWR or VREF in harness or HO2S
· HO2S circuit shorted to Ground
· Water in harness connector
· Open circuit
· Corrosion or poor mating terminals and wiring
· Damaged HO2S
· Damaged PCM (other DTCs should be present)

Fuel System:
· Excessive fuel pressure (stuck fuel pressure regulator, restricted fuel return lines, etc.)
· Leaking/contaminated fuel injectors or fuel pressure regulator
· Low fuel pressure or running out of fuel (fuel pump concern, fuel supply line restrictions, low fuel level, etc.)
· Vapor recovery system (stuck VMV, etc.)

Induction System:
· MAF contamination
· Air leaks between MAF and throttle plate
· PCV system / Other vacuum leaks
· Improperly seated engine oil dipstick

EGR System:
· Leaking gasket
· Stuck EGR valve / Leaking diaphragm or EVR

Base Engine:
· Oil overfill
· Incorrect cylinder compression
· Exhaust leaks before or near the HO2S
· Secondary air stuck on

how about stuck off? when i changed my plugs last, i think i may have knocked that smart box thingy under the plastic cover. cause after i changed my plugs, it had no top end whatsoever. then after about a week, it felt like they would come on in first and then shut off right before it shifted into second. Its an ATX.

now, it seems to run fine during colder times like nights and mornings, but not always when its warm out midday.

thanks again for all the help, its been priceless to me so far.

P1151, maybe change the Bank 2 upper O2 sensor. Not running right when hot could be the start of IMRC failure.
This thread for P1151

This thread for IMRC failure or start thereof

alright, cool. im gonna try fixing my IMRC with a new transistor and changing the 02 sensor. if that dont fix it, ill be back. thanks for all the help thus far.

now i still need to find out why my lights are flashing with the power fluxuations. i looked at me battery cables, and the positive side is all corroded and torn, exposing a not very good looking wire. i cleaned it, and within a couple days, it was back to its corroded self. would maybe changing this wire help?

Yes. You could try covering it with liquid rubber (?) and tape it up to see if that helps. Also check for a loose ground (especially wires which go under the battery and Power Distribution Box).
