Maybe there were some crossover vehicles that were E0s with the newer rims when the E0 rims ran out or when the E1s rolled in the Assy line just started installing them?

I understand that there were several months between the end of production of the E0 and the start of production of the E1. The regular Contour had moved to the 98.5 for a while before the E1 was introduced. That's how I rememberit, but I could be wrong. Most certainly any brouchere with the Cobra style wheels would be an E1 brouchere. I have one of each.

I disagree. E1's have 200hp, not 195hp, and they came with 215 tires, not 205s. Also, I'm 90% sure you could no longer get the blue interior in a t-red car once the E1 tan interior came out.

That is totally wrong. E1 = 98.5 (not 99-00). 1998-1998.5 all had 195 hp.
Also have 205s. I know this because my friend whos car I see every single day is a 98.5. It's not just the tires mounted on his car either. His sticker in the drivers side door says 205.

Remember, seller said his car is #57, which is a early production E0 car. Not as early as mine, though.

Ok, if I'm totally wrong, then what did Ford change on the car between 1998 and 1998.5???

I don't know every little thing changed, but some obvious changes are Cobra style wheels, decontented dash clock, no more Pre-98 chrome antenna base, gauge cluster, window switches.
I'll let someone else that knows better list the visual and mechanical differences between 98 and 98.5.

Also the front struts were revalved to better control lift on acceleration and dive on braking.
It is about the time that Ford decontented the front brakes from the early SVT calipers to the late SVT calipers (same calipers as non SVT). Ford claims in their parts catalog that this change was 5/99, but our experience here at CEG is that it was much earlier, perhaps as early as the change from E0 to E1.

Well, I was obviously wrong about the whole E0/E1 thing. 7 year owner and I'm still learning about it!
