OK my pre cats, main cat and ALTERNATOR have been replaced by the stealer. my alternator casing was cracked.

however i did not notice a positive difference in my voltage issue. when my heater blower is on high, and i stop at a light, it slows down along with my lights dimming just a bit, if i rev in Neutral, the blower speed goes up and my dash brightens. WTF.

Question: voltage regulator was mentioned, where is it located, and if it is part of the alternator.. what do i check next?

If your lights don't dim anymore when you accelerate I wouldn't worry about the alternator anymore. It is probably fairly normal for the lights and blower to go a little slower at idle. You could get your battery checked that should be free at an auto parts store.
