There is a House Bill that we the car community must ensure does not pass. It's House Bill 5543.

Long story short if this bill passes it could result in a frenzy of excessive noise tickets, gross neglect of our state's tax revenue, and quite possibly hurt small exhaust / performance shop businesses.

Michigan Bill Would Ban Most Aftermarket Exhaust Systems

A bill (H.B. 5543) to ban vehicles equipped with replacement exhaust systems that differ from the design specifications of the original muffler has been introduced in Michigan by Rep. Rick Jones (rickjones@house.mi.gov). H.B. 5543 would also prohibit the sale and use of exhaust systems that exceed an 80-decibel limit at a distance of 50 feet. The bill has been referred to the Michigan House Transportation Committee for consideration.

In some states, noise limits for modified exhaust systems are established by a SEMA model bill and applicable to an easy to administer test standard. The SEMA model provides for the testing of vehicle exhaust noise to a standard adopted by the Society of Automotive Engineers (SAE) with an established noise limit of 95-decibels (SAE J1169). Under the SAE standard, a sound meter is placed 20 inches from the exhaust outlet at a 45 degree angle and the engine is revved to three quarters of maximum rated horsepower. The highest decibel reading is then recorded.

To date, with the popular support of vehicle enthusiasts and related businesses, the model has been enacted in California, Washington State and Maine. This year, the SEMA model was introduced in Virginia.

H.B. 5543 ignores the fact that aftermarket exhaust systems are designed to make vehicles run more efficiently without increasing emissions.

H.B. 5543 fails to recognize that aftermarket exhaust systems offer increased performance, which can make a vehicle safer by improving its ability to merge, pass, travel uphill, etc.

H.B. 5543 would make it impossible for hobbyists to replace factory exhaust systems with more durable, better performing options.

The SAE J1169 test is performed in a controlled environment that limits the amount of ambient sound (e.g. from other cars) that might skew the results.

Dear Michigan Representatives,

Bill 5543 has recently come to my attention. I would like to express how displeased I am with this legislation. I feel Michigan does not require blanket legislation like this. Noise ordinances should continue to be taken care of locally (city, township, etc.) and not state wide.

I feel if Bill 5543 were to pass it would negatively effect local small exhaust and performance shop businesses. I also find it near impossible to accurately test for infractions considering the procedure will be used in the field not a controlled environment. Miscellaneous ambient noises (passing vehicles, wind, etc.) will skew results. Lastly, I find it a complete and utter waste of tax dollars (which will be required) to purchase testing equipment and train personnel if Bill 5543 were to pass.

I sincerely hope Bill 5543 does not pass and you'll find many people agree with me. Please take the time to view a petition I've started regarding Bill 5543.

80 dB from 50 feet... that has got to be one of the most retarded ideas I've ever heard... so they're gonna have to set up giant building to limit ambient noise for testing if you get pulled over for it.

All the detroit automakers are already getting hit hard... if they take away peoples ability to mod their cars people are gonna be leaving in flocks...

GM, until 2-3 months ago, owned about 30% of Fuji heavy industriese (ie: Subaru)
that means a stock vette would get a ticket cuz those are 91db at full throttle.

I have driven in that car and it is louder than yours. I have run my contour with open y pipe and his WG dump is just stupid loud...from the passengers seat ou can FEEL the fugger open up.
My car is not loud... it's like 26 dB.

And don't give me that.. Mr. Subaru crap because when I bought my car there was no other car on the market I would have bought... if detroit would put out cars people want to buy it would help them.

Thank you for your e-mail regarding HB 5543. The idea for this bill came from a constituent who had been having problems with neighborhood teenagers driving through the neighborhood with an extremely loud stereo sound system. Representative Jones' intent was to clarify the current statute and allow officers to ticket excessive noise.



Representative Jones has been working very closely with the Michigan State Police and is continuing to work with them to ensure Michigan is compliant with SAE Standard j1169 as well as considering SEMA model legislation. Through careful scrutiny, it was realized that an error had occurred in the drafting process and the as-introduced language is not reflective of Representative Jones' intent; His office is working quickly and efficiently to correct this.



As of today this bill has not been considered in committee, but may be next week. Furthermore, I have not had an opportunity to form an opinion on this issue, but I will take your opinion into consideration while forming mine.



Because I receive so many e-mail messages, letters, and calls, I must make the people of the 108th House District my top priority. What does cars bumpin have to do with exahusts?
I've gotten 5 replies today!

Oh and Skrilla, he was stating that the Bill was not worded properly, and that the main focus was SUPPOSED to be on stereo systems (which sucks a$$ too!) so it sounds like it will get revamped to target stereo equipment specificaly.

There is already local ordinances against stereos anyways so I could care less. Can't turn down duals!
I'm sure theres a law already on the books for this, how about just enforcing it, geez, do we need more laws
