ive enver changes brakes before, and i need to to pass inspection. and i gotta change 1 rotor. any tips ?

Change 2 rotors.

Check out this How to: Changing brake pads.

Only thing to add to the how to, to change the rotors, is to take the rotors off and put new ones on.

It's a little more than just replace the rotors, you will need to remove the caliper brackets. (Unless that was mentioned in the How-To.) Which is no big deal.

You may need to remove the little "star washer" style fasteners if they are still on one or two of the lug nuts. These are simply used to assemble the car and can be cut off and discarded. The wheel, bolted to the hub will be sufficient to keep the rotor from falling off.
