I have a 99 SE SPORT with rear drum brakes.

Over six months ago, I took my car to the dealer for a clicking coming from the rear brake. They took a look at it and cleaned it up and the sound stopped. They could not pinpoint a specific problem in the brake system.

Three months ago (roughly), I had the front rotors and pads replaced and the rear brakes cleaned and adjusted. (Midas, I know, overly expensive, but they've always done good work) For about the past month or so, the clicking sound in the rear passenger side brake has been back.

Car in park - pump brakes, with each pump click-chick-chick, click-chick-chick, click-chick-chick

As you are driving and begin to stop the clicking slows with what appears to be the rotation of the wheel.

I have taken it back to Ford, and because they couldn't find anything wrong with it the first time, he told me to take it back to Midas since they had just cleaned it. I took it back to Midas, the guy put some silicon on the brake and it alleviated the problem for about two miles. They found nothing else wrong with it. I took it to another brake specialist (local) and they found nothing wrong with it, but the sound went away for about a day. Does anybody have any earthly idea what this could possibly be?

Oh, and please don't make fun of my click-chick-chick!!

Oh, and today on our way to church, it was extremely loud and obvious. I hit the brakes hard and it didn't feel like it was going to stop. My wife and I got out and smelled a burning smell, very bad sulfury odor. After that, the brakes worked fine, but the clicks sounded like they were going even while we were driving down the road.

Well considering your faith in Midas I would take it back and go with them on roadtest to insure tech hears the noise.
A clean and adjust on rear drum brakes is a rip-off IMO since they have auto adjusters.
Sulphury smell usually comes from exhaust, not brakes.

p.s. Suggest you also try slow speed test using handbrake only to stop car to see if there are any change in symptoms.

Midas I know heard the sound with the vehicle in park because he told me they heard it while I was standing there. I just don't understand now why three different places have found nothing wrong with my brakes, but they are sounding worse and worse. Hmmmm. I don't know.

Any results from the handbrake test??
Difficult to diagnose from afar and obviously difficult for those that have been up close and personal with your problem.
These types of noises usually indicate something amiss in the installation/alignment of the various springs/levers/cams that are involved in brake operation. If you were a DIY type I would previously have suggested that you dismantle, inspect and re-assemble as the only way to solve. Listening ouside while someone operates sometimes gives a clue.

Thanks. Ford is going to take another look at it tomorrow, and I may ask them to disassemble and then reassemble it.

I don't understand how three mechanic shops can't find a thing wrong with it when there obviously is. It wouldn't be making a noise if there wasn't anything wrong with it.

You're welcome.
Correct.

Please post again to let us all know what they find.
