to test the fuse is simple. get a multimeter and set it to test restistance. when you put one lead on each side of the fuse, it should say that the resistance is 0 or the meter might even start beeping(most do this). if the meter still tells you that the circuit is "open" or if it gives you a resistance in the line that is an outrageous number, then it is blown. if the number on the meter starts jumping around or doing anything, then just replace it, b/c it's not doing it's job accuratly.

as far as testing voltage and everything else, there is no test for that on a fuse. in fact, if you tried to test for something like that, you'll probably feel dumb later when the meter is just giving you numbers that mean nothing. good luck.
