It is the electrical buss thing that makes electrical connection between the steering wheel (which rotates) and the steering column (which is stationary). It resembles a clockspring and is so named. A real clockspring stores energy to power a manual (not electric) clock. When you wind up a clock, you tighten the clockspring.
