this thread for a description of the set bolt for the secondaries. It is not "pinning" them open all the way, just a tiny amount (about 7 - 15 degrees). I think this provides just enough airflow to take some advantage of the second intake valve before the secondaries open on their own without causing a drop in low end torque. This extra airflow probably also provides a little tumble inside the combustion chamber, and that should enhance power/fuel economy also. You may or may not see a difference on the dyno. I noticed a bigger difference a week after the mod, when the computer had had enough time to learn the new engine behavior.
